You can also try clearing Origin's cache, or even uninstalling and reinstalling it (this would not affect the installs of TS3 or any other games you have). Hopefully you've quit and relaunched Origin and the game? And rebooted your PC a couple of times? Surprisingly, sometimes that's all it takes to fix this issue. You just check the boxes that appear in the launcher to choose which installed packs you want active when TS3 loads. You don't need to use the launcher to install your packs that's Origin's job.
